After the four questions, the wizard now shows the whole Rule on one review card, then invites people, then finishes. Invited people get a private letter and a chromeless reading view. They can copy the cards for their own community, and an expired link can be replaced.
Changes
Review. One Rule card with chips for values and the four questions. Quiet flags when a chip is missing its words. Continue waits for a community name and at least one card on each of the four questions. Empty values do not block.
Finish. The product says Finish, not Publish. Login, cookies, privacy, and account-delete copy match that wording. Profile finished Rules show Invite your members.
Invite. Continue from review opens Invite people to read your Rule. Guests must log in first. Membership copy from the Rule sits on the left. Send invitations or Finish without inviting both finish the Rule. Invitation links last 60 minutes.
Letter. The mail is a light letter: community name, inviter email, Read the Rule, a small Rule card, and who can read it. Reply-To is set only when the inviter value is a mailbox. The mark is a PNG so Gmail and Outlook keep it. If some invitation emails already went out, the Rule stays published.
Invited view. Opening a valid link shows the Rule without site chrome, names the inviter, and offers Make a copy. A copy takes the cards and their text only — never the name, description, photo, invited people, or history. It lands on a copy-ready finish screen. An expired link asks for the invited email and sends a new 60-minute link.

How to Test
Start a custom Rule with a name and at least one card on communication, membership, decision-making, and conflict. Open /create/final-review. Confirm the full card, chips, and that Continue stays off until those four questions have a card. Leave a card’s words empty and confirm the quiet warning on that chip.
As a guest, select Continue. Confirm login copy: Log in to invite your members. After login, you should land on invite.
On invite, add one or more emails (paste a list if you want). Confirm the membership preview and the privacy line. Try Finish without inviting and Send invitations on separate runs.
On /create/completed?celebrate=1, confirm Your Rule is finished. On Profile, confirm Finished and Invite your members. Invite your members should reopen the invite step for that Rule.
Open an invitation in mail. Confirm the letter names the community and the inviter by email, and that Read the Rule works.
Open a valid invite link while logged out: you should be asked to log in, then see the chromeless invited Rule. Make a copy with a new community name. Confirm the copy does not take the original name, description, photo, or invite list, and that the copy-ready toast appears.
Open an expired or already-used invite link. Confirm This link has expired, send a new link to the invited address, and that the new link works for 60 minutes.
Skim /login, /cookies, /privacy, and account delete on Profile for Finish wording.
Needs local Postgres and mail (or the local HTML preview) for invite send, verify, resend, and Make a copy.
Notes
Turning a finished Rule public by link is not in this PR.
The next launch-frame visual pass is not in this PR.
Make a copy is for invited people, not for the owner.
Invitation verify, resend, and Make a copy need the database. Guest publish still skips invites until login.
