Has no drop-down capacity. I am assuming when it does, it will explain what "Who, beyond the main participants, can be heard?" means. Is this in reference to witnesses or something like concerned community members? Unclear

Ah, good catch. That looks like a bug, since there are modules for deliberation according to the Library. I'll change the title of this Issue to make this problem clearer.
