In the future, try to label your issues in a clearer, more specific way. For instance, does this mean "Purpose of the Assessment section is not clear"—or something else.

Yes, the Delegation section is all about how a conflict should be shifted to another place, including potentially legal authorities.

Perhaps it would be better to move the Delegation question to the Assessment section. I think that makes sense. Do you?
