Protocolbot d19a75ace4 fix: rename seed files and IDs to match cleaned titles
All 100 seed YAML files now have:
- Filenames that match their id field
- IDs that are slugs of their titles
- No cultural identifiers in titles or IDs

70 files renamed. e.g. quaker-meeting-for-worship.yaml -> meeting-for-worship.yaml,
moroccan-jmaa-village.yaml -> jmaa-village-assembly.yaml,
japanese-hansei.yaml -> hansei-reflection.yaml

steps:
- headline: Call the kgotla
description: >-
The chief or convenor calls the kgotla at the kgotla grounds. All
adult members of the community may attend and speak.
- headline: Present the matter
description: >-
The convenor presents the matter for deliberation — a dispute, a
community project, a policy — and invites responses.
- headline: Hear all voices
description: >-
Men and women, senior and junior, speak in turn. The convenor listens
and may question, but does not dismiss.
- headline: Deliberate toward consensus
description: >-
Discussion continues until a consensus or widely accepted decision
emerges. The chief does not impose against strong objection.
- headline: Pronounce the decision
description: >-
The chief pronounces the decision, framed as the community's will.
It carries moral authority because all were heard.
outcome: >-
A decision is reached with the community's participation and consent,
carrying legitimacy that top-down decisions lack.
practice: >-
The kgotla is not a rubber stamp — if the chief ignores the assembly, the
form loses its power. Free speech within the kgotla is its lifeblood.
