fix: rename seed files and IDs to match cleaned titles

All 100 seed YAML files now have:
- Filenames that match their id field
- IDs that are slugs of their titles
- No cultural identifiers in titles or IDs

70 files renamed. e.g. quaker-meeting-for-worship.yaml -> meeting-for-worship.yaml,
moroccan-jmaa-village.yaml -> jmaa-village-assembly.yaml,
japanese-hansei.yaml -> hansei-reflection.yaml

title: Yangban Council Deliberation
description: >-
A Joseon-dynasty Korean practice of council deliberation among the
yangban (scholar-official) class, in which officials discussed policy
with reference to Confucian texts and precedent, seeking consensus that
balanced royal authority with ministerial judgment. Rooted in Korean
Confucian governance from the 14th to 19th centuries.

steps:
- headline: Convene the council
description: >-
Senior officials (yangban) convene, often at the king's request or on
a matter of state. The council deliberates in the presence of
Confucian texts and court records.
- headline: Cite precedent and text
description: >-
Each official grounds their position in Confucian classics and in
precedent from prior reigns. Argument proceeds by appeal to text and
history, not by personal preference alone.
- headline: Deliberate to consensus
description: >-
The council deliberates toward a consensus that balances the king's
authority with the officials' collective judgment. Strong dissent
is recorded and weighed.
- headline: Memorialise the king
description: >-
The council's consensus, with any dissent, is memorialised to the
king as a written memorial. The king may accept, modify, or reject,
but the memorial carries the council's weight.
- headline: Record for precedent
description: >-
The deliberation and outcome are recorded in the court annals, so
future councils may cite them as precedent.
outcome: >-
Policy is deliberated by scholar-officials with reference to text and
precedent, producing a memorial that balances royal authority with
ministerial judgment.
practice: >-
The citation of text and precedent is the discipline — it binds
argument to shared sources. Without it, deliberation becomes assertion.
The record for precedent makes the council's work cumulative.
