#5 Re-import exported Rule

Current functionality allows publishing and exporting, but there is no way to import a Rule that was exported. When crafting a complex Rule, one may have multiple draft stages that are not ready to publish, potential with a desire to load a prior revision. Additionally, one may wish to make modifications offline, especially in terms of textual content, rather than modules.
